England Confirms 8 Bluetongue Cases as Heat Raises Risk

As of Defra’s 17 July 2026 update, England had recorded 8 cases of bluetongue serotype 3 since 1 July, while Wales, Scotland and Northern Ireland had recorded none in the new 2026 to 2027 season. Reframed properly, this is not only an animal health notice. It is a warning about how heat, insect activity and farm movement rules are starting to meet more often in British livestock systems. The latest cases show how severe and uneven the disease can look on the ground. On 16 July, Defra logged five new BTV-3 cases, including a dairy heifer in Somerset with muzzle lesions and stiffness, a lamb in Devon with a swollen face and fever, and several sheep in Devon and Somerset with lameness, drooling, swelling and rapid loss of condition; two of those groups included animal deaths. Two more cases were confirmed on 14 July, including blind calves in Cheshire with neurological signs, and the first confirmed infection of the summer was a Staffordshire ewe reported on 10 July with head swelling, drooling and lameness. WOAH says sheep can be hit hardest, while cattle in northern Europe are also showing clinically important disease, which makes early reporting more useful than waiting for a textbook case. Bluetongue is a vector-borne viral disease of ruminants spread mainly by Culicoides biting midges, not by routine animal-to-animal contact. WOAH also notes that there is no public health risk, which should reassure consumers even as it sharpens pressure on livestock keepers. (woah.org) The climate link should be handled carefully but not brushed aside. WOAH says outbreaks tend to track periods of high temperature and rainfall, while Defra says July’s warm spell has left cumulative temperatures high enough for the virus to develop inside midges. The Met Office, meanwhile, says 2026 has already set a record for days above 34°C and is the first UK year on record to reach 35°C or higher in May, June and July. That does not prove any single case was caused by climate change, but it does show why weather-sensitive disease planning can no longer sit at the edge of farm policy. (woah.org)

This summer’s cluster is part of a much bigger run of disease activity. Defra recorded 348 bluetongue cases across Great Britain in the 2025 to 2026 season, including 324 in England and 24 in Wales, while the 2023 to 2024 detections were the first UK BTV incursions in more than 15 years. (gov.uk) WOAH’s Europe analysis says bluetongue has been moving north for years and cites more than 58,000 unexpected outbreaks reported by 28 European countries between 2007 and 2010. For now, England remains a country-wide restricted zone. Animals can still move within England without a specific bluetongue licence or pre-movement test, but germinal products still need a specific licence and testing. Wales has had its own all-Wales restricted zone since 10 November 2025, and movements of susceptible animals from restricted zones into Scotland must follow licence EXD608(EW) until at least 9 September 2026. The immediate response is practical. Defra funds diagnostic testing for up to three affected animals when suspicious clinical signs are reported, and its guidance urges keepers to stay alert, source livestock responsibly, tighten on-farm hygiene and biosecurity, and house animals in buildings that keep out biting midges, especially at dawn and dusk. APHA guidance notes that biting midges are mainly active from April to November, which makes timing as important as treatment. (gov.uk) Vaccination sits at the centre of that response. WOAH describes it as the most effective and practical way to cut losses, and Defra says three BTV-3 vaccines are authorised for use in the UK. Policy-wise, bluetongue now belongs in farm resilience planning as much as in disease-control files. Better midge surveillance, faster access to vets, clear movement advice and support for vaccination all matter more when warm spells arrive earlier or last longer. WOAH’s veterinary specialists argue that understanding vector ecology is important if countries want to anticipate risk instead of reacting after cases appear. None of this calls for panic. As of 17 July 2026, Defra still rates the overall risk of bluetongue incursion as medium, and no cases had been recorded in this season in Wales, Scotland or Northern Ireland. Warmer conditions, active midges and cross-border movement are now colliding more often, and British farming will be better served if policy treats bluetongue as a standing test of climate-linked resilience rather than a short-lived seasonal surprise.
