Skinningrove £13m flood scheme starts with new bridge
Construction has started on Skinningrove’s £13 million flood alleviation scheme, with the Environment Agency and Redcar and Cleveland Borough Council aiming to complete the job in 2028. At present, high water forecasts can trigger manual operation of flood gates and demountable parapets at Stone Row Bridge. Because Skinningrove Beck can rise quickly, those measures can be put in place at short notice and stay closed for long periods, cutting vehicle access to Zetland Row and Grove Hill. Skinningrove’s flood story did not begin this summer. Planning papers submitted to Redcar and Cleveland say the beck’s steep catchment makes it respond rapidly to heavy rain, and that the village’s most recent major floods in 2000 hit 178 properties in November after another event earlier that year flooded 100. Seen nationally, Skinningrove is part of a much bigger shift. The Met Office says the UK was 9% wetter in 2011-2020 than in 1961-1990, with the frequency and intensity of heavy rainfall also rising. Its climate projections point to wetter winters overall and more intense rain when summer downpours do arrive. Work is set to run in two main stages. According to the Environment Agency, the new bridge will be built from September 2026 to late 2027, with piled foundations and abutments installed on both sides of the beck before the structure is lifted into place near the former school. A temporary access road is planned for Grove Hill residents, while the construction compound will use the recreation ground between Mill Lane and the brook, bringing a temporary play park closure. Planning documents show the scheme has a biodiversity gain condition, and papers submitted in 2026 say the final plan uses off-site units to achieve the required 10% biodiversity net gain. The same planning trail says a carbon calculator will be used through detailed design to track construction and operational carbon and spot opportunities to cut it. There is also a welcome attempt to make the new bridge feel like part of Skinningrove, not just an engineering fix.
